               NFU Scotland has welcomed proposals announced today by the Scottish
                Executive to provide support to crofters for buying and hiring
                bulls. However, NFUS has stressed that the new scheme must
                be introduced as soon as possible.  
               Industry-wide concern
                was expressed when the Bull Hire Scheme in the crofting counties
                was scrapped despite the widespread animal health benefits it
                delivered.  
               Since then, NFUS has working with the Executive
                and other stakeholders on a replacement scheme.  In the
                meantime, interim measures have been in operation. 
               The proposals
                announced by Deputy Rural Development Minister Lewis MacDonald
                include a £400 annual grant to develop a cattle improvement
                plan, 50 per cent grants for buying or hiring bulls and support
                for training measures. 
               NFUS Vice President Bob Howat said: “This
                is good news and we have been waiting for firm proposals for
                a replacement for the Bull Hire Scheme for some time.   
              The
                interim measures have provided a stopgap but they didn't
                go far enough. “It is vital this process is moved along
                quickly.   
              Crofters will start the process of sourcing new
                bulls from October and will want to take advantage of these measures
                to ensure the continued provision of quality stock. “We
                will be consulting our crofting members on the details announced
                today.”
